IGPMS advocates incorporating the programme design (or redesign) phase into the monitoring and evaluation cycle. Whilst monitoring is intended to provide decision-makers with continuous information about a programme’s status and development in relation to its goals and objectives, evaluations are reviews focused on understanding links of causality between project activities and observed changes. A continual design-evaluate-redesign loop is essential to effective programming, as environment in which the programme or project is being implemented change frequently and often dramatically, and donors adapt their resources and objectives to an ever-changing context.

Sensitivity
Design, monitoring and evaluation is a complex series of undertakings in any implementation context, including but not limited to conflict and fragile environments. IGPMS advocates a cyclical (as opposed to linear) design-evaluate-redesign approach through which it is continually necessary to test the Theories of Change and underlying assumptions based upon a constantly developing understanding of context. Implementers must be prepared for interventions to perform unexpectedly, and be ready to adapt.
