MONITORING, EVALUATION, ACCOUNTABILITY, RESEARCH AND LEARNING WITH ICT

Monitoring, Evaluation, Accountability, Research and Learning (MEARL) is an integral part of every intervention whether in development, peacebuilding, humanitarian assistance, or livelihood support. When systematically done, MERL makes it easy to articulate a project’s theory of change, determine if the implementation schedule is still on course and if desired results are being achieved. It also enables program staff to draw lessons from what is working and recommend appropriate measures for what isn’t working. Desirous of appreciating project program or policy, the MEARL presents the tools, needed skills, techniques and competencies that would help interpret intervention into valuable impactful sustainable outcomes. Furtherance to the same, it is important for programme or project team to be equipped with the necessary knowledge and skills that would in turn allow them to effectively engage in MEARL.

Course Learning Objectives (CLO)

At the end of this course, students should be equipped with the knowledge and skills to design, implement, and utilize Monitoring, Evaluation, Research, Accoutability and Learning (MERL) frameworks for effective program management and decision-making.
